THE QUESTION

Does 74 mean mobile homes, occupied lots, households, people, relocatable owner homes—or a later planning boundary?

The reviewed filings do not answer that cleanly. Before acting, Miami-Dade should obtain the current sworn information and relocation analysis required by County Code §33-169.1, with distinct counts for homes, lots, households, adults, children, tenants and relocatable owner homes.
